OSP Investigation leads to Indictment of Two Coos County Men

Two Coos County residents were indicted Tuesday by a Coos County Grand Jury on multiple charges related to an Oregon State Police (OSP) investigation into allegations associated with racketeering and theft.
 
RICHARD NELS EKBLAD, age 67, from Coos Bay, and EDWARD ALLEN GOODRICH, age 39, from Coos Bay, were indicted November 28th by a Coos County Grand Jury on charges of Racketeering, Aggravated Theft, Theft in the First Degree, and Theft in the Second Degree.  In addition to these charges, EKBLAD was also indicted for Bribe Giving and GOODRICH was indicted for Bribe Giving and Official Misconduct.
 
The charges were filed after a lengthy investigation by OSP detectives into allegations that GOODRICH, a former Oregon Department of Transportation (OSOT) employee, used his purchasing authority to sign off on fraudulent invoices submitted to ODOT by EKBLAD, a partial owner of Oregon Pacific Company, resulting in ODOT paying Oregon Pacific for items ODOT never received.
 
The Secretary of State's Internal Audit Division assisted OSP with the investigation.  ODOT losses were estimated in excess of $89,000.
 
All information related to this case will be released through the Coos County District Attorney's Office.
